HIPAA fun

So, I am starting to read HIPAA (Health Insurance Portability and Accountability Act); I am doing it both for fun and for the purposes of "career enlightenment." Information Security encompasses the health insurance and health records of employees as well and it can be quite demanding in terms of understanding statutes properly, so as time permits, I will read this backwards and forwards trying to understand it in depth.

The basic mandates of HIPAA are:

1. National standards for electronic data transmission
2. Unique health identifiers for providers, employers, plans and individuals
3. Security standards to protect electronically maintained health information
4. Privacy and confidentiality provisions for individually identifiable health care data.

From a Libertarian perspective, I have little objections to HIPAA since it protects the rights of individuals. It would be interesting to know however how much HIPAA compliance translates into actual dollars for a patient? Either way, this would be an interesting conversation both from a political and also business perspective.
